The Dalek Commander

A write-up of the Dalek Commander from Tyranny of the Daleks.  This is using the second edition rules for the Doctor Who Roleplaying Game from Cubicle 7.

Concept: Armoured Mutant Commander

Focus: Superiority

Homeworld: Skaro

Tech level: 9

Distinctions: Dalek - its mutated body is housed in Dalekanium, reducing damage by 10, and protected by a forcefield that reduces the effects of projectile weapons by two stages (those shooting at it will have their result reduced for example from Success to Almost, or Almost to Disastrous). It can fly, hover, and survive in space or underwater. It can also interface with technology, and, if necessary, self-destruct (3/6/9 damage in a 10m radius).  


Weapon: Exterminator (4/L/L) - The legendary Dalek weapon usually kills with a single shot.


Speed: Like all Daleks, normal traveling speed is Slow. Flight is Average.

DALEK COMMANDER OF THE GALEN SYSTEM

High Command Asset – Elite Strategist and Overseer of Experimental Forces


Overview:

The Dalek Commander is the supreme authority over all Dalek operations within the Galen System—an isolated but strategically vital region on the fringes of Federal Empire space. This commander leads the Galen Division, composed of three Invasion-Class Battleships and a heavily fortified Command Battleship. 

The Dalek Commander’s primary directive is to consolidate Dalek control of the Galen System, securing it as a forward stronghold for the long-term campaign to destabilize and conquer the Federal Empire. The Galen System’s remote location makes it ideal for experimentation, covert deployments, and resource extraction beyond the reach of regular Federal patrols.


Biological Exploitation Initiative:

Recent briefings from Dalek scientists have revealed anomalous parasitic behaviour within Galentor’s biosphere—patterns previously undocumented and now of significant interest to Central Command. The Dalek Commander has been tasked with overseeing Project Mugati: a classified bio-exploitation initiative aimed at weaponizing local fauna.

The Mugati, a vicious carnivorous mammal native to Galentor’s southern continent, are being subjected to neuroparasitic conditioning with the goal of repurposing them as bio-thralls. If successful, these creatures will form a new class of frontline shock troops—less fragile than Robo-Men, more easily mass-produced, and ideal for softening resistance before Dalek deployment.


Appearance:

This Dalek Commander is visually distinct, marked by a deep, glossy crimson casing—a rare livery denoting both senior rank and strategic autonomy. The sensor hemispheres, manipulator arm, and weapon components are finished in brushed silver, giving the Commander an air of precise menace. The overall aesthetic is both regal and martial: the unmistakable hallmark of a war engine designed not only to kill, but to command.


Roleplaying Notes:

Tactical Genius: The Commander is a patient and calculating adversary, preferring long-term containment and control strategies over brute force unless necessary.

Detached Intellect: Although devoid of empathy, this Dalek is unusually methodical and curious, especially regarding xenobiological applications in warfare.

Command Protocols: Surrounded at all times by elite drone units, it speaks only when necessary—and with the absolute certainty of one who expects to be obeyed.
